They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.
You have a short to ground in the running lights circuit. It will take some detective work to locate the problem. Visually inspect the wiring harness leading from and up to the tail lights. If you have a trailer plug socket, inspect the wiring and plug. Look for damaged, pinched and bear wires.
Daytime running lights on a Honda Civic are the same as normal headlights. To fix or replace them, locate the headlight housing in the front of the car. Remove the plastic housing and replace the bulbs.
Simplest solution is - locate the fuse that control the DRL circuit and pull it out.

i have the same problem on my 1998 jgc. havent found the problem yet but being this vehicle has separate turn and brake lights, i would suspect a faulty signal converter unit in the vehicle. im trying to locate it to test. will post when i learn more. Simple fix (very common...): The trailer isn't completely grounded - run a wire from your trailer to the tow vehicle. Attach the wire to a bolt or piece of metal that isn't painted (on both ends) and you should be good! Good luck. Got a chance to check out my issue with my 98 jgc .found trailer package is fuse protected. i had a 15 and 20 amp fuse fuse blown located behind passengers kick panel access cover. this turned out to be a simple fix for my problem, worth checking first. the running lights probably were not affected because they are a single signal system and not tied into the converter. hope this helps.

mostly likely when you got the overcharging a fuse or relay was blown. need to locate and replace fuse most likely but possibly a relay.

The reverse light sensor is located at the side of the gearbox and has two wires running to it. To test run a wire across the two and if it lights up that is your problem.
one thing you could do is locate the fuse for the running lamps and pull it out but that may turn off your regular driving lamps. if that don't work than i don't belive you can turn them off.
