For Girl Scouts of the USA (GSUSA), the earned badges go on the front of the vest, underneath any other earned insignia. It is a good idea to start attaching the badges at the bottom of the vest. Any fun patches received go on the back of the vest.
Other Girl Guide and Girl Scout organizations may have different guidelines for badge placement.

Badge placement on Girl Guide/Girl Scout uniforms depends on the organization the uniform is associated with and what the uniform consists of. If the uniform includes a sash, vest, or tunic, the badges go on the sash, vest, or tunic. If the uniform is a shirt, then the badges might be sewn on to the shirt, usually on the sleeves.

Girl Scout Fun Patches (unearned patches, usually purchased as a souvenir of an event or troop activity) go on the back of the sash or vest. Some Girl Scouts put them on a Patch blanket. Girl Scouts of the USA earned Awards and Official Insignia go on the front of the sash or vest and there are specific places for them. For Girl Scouts of the USA, the Girl Scout Brownie badges go on the front of the sash, near the bottom. If you run out of room on the front of the sash, the badges may go on the back of the sash. For GirlGuiding (UK) there is no specific position for the Brownie Interest badges on the sash. However, Brownies and their leaders may decide where to place the badges on the sash.
Girl Scouts of Hawaii are part of Girl Scouts of the USA (GSUSA). Their uniforms are that same uniforms that members of GSUSA wear. Girl Scout Daisies wear a blue tunic or vest with blue shorts, pants or skirt and a white shirt. Girl Scout Brownies wear a brown vest or sash with a white or blue shirt and brown skort or pants. Girl Scout Juniors wear a green vest or sash with a whit shirt and khaki pants, shorts, or skirt. Girl Scout Cadettes, Seniors, and Ambassadors wear a khaki vest or sash with a white shirt and khaki skirt, shorts or pants.
When Girl Scout Cadettes are participating in a ceremony or officially representing Girl Scouting, they should wear either the Cadette/Senior/Ambassador tan vest or tan sash for the display of official pins and awards. The unifying look includes a solid white shirt and either khaki pants or skirt worn with the vest or sash.
On the Girl Scout Junior sash, the Sign of the Star goes directly below the Brownie Wings. On the vest, the Sign of the Star goes directly below the membership tab on the left side of the vest.
The "You Are Registered" patch is not an official Girl Scout insignia, so it goes on the back of the sash or vest.
The Girl Scout sash is designed to lay on the right shoulder, go around the body, with the bottom of the sash on the left side of the body. The Girl Scout vest is designed so that it is worn by inserting both arms with an opening on the front. Placement of the insignia and awards is different on each. When wearing the Girl Scout sash, the pin tab with the membership pin and the WAGGGS pin is worn on the left side of the shirt rather than being on the sash. The Early Bird patch is not an official Girl Scout insignia, so it should be placed on the back of the Girl Scout sash or vest.
Girl Scout Brownie members of Girl Scouts of the USA have a Girl Scout Brownie uniform to wear. The uniform includes a white polo shirt or a blue short sleeve shirt; a brown skirt, skort, pants, or shorts; and a brown vest or sash.
Girl Scouts and Girl Guides look like any girl because any girl may join the organization. They don't always wear a uniform, but if they do, it could be a sash or a vest or a tunic in the color for their age level. Some have neckerchiefs and hats. Sometimes they may just wear their membership pin. And sometimes they wear every day clothes, even when participating in Girl Scout/Guide activities.
You should get a copy of the badge requirements for your particular Girl Guide organization and then decide which badge you would like to earn. Read through and follow the requirements. Be sure you meet with your Guider/Leader so that they know you are working on a badge.
All fun patches and any other unofficial insignia should be placed on the back of the Girl Scout Cadette sash or vest. If you do not have room on your sash or vest, many girls have made patch blankets where they sew the fun patches on a blanket. Or some have sewn the fun patches on a sweatshirt or hoodie.
