AC power can be placed wherever you want, but you should put it to the right or left of center of the TV's location, so that it will not interfere with the location of the wall bracket. You might also consider running an HDMI line from the same outlet to wherever the surround receiver will be.
You could tape it to the wall or put it on top of your flat screen. You would just have to stand farther away if you put it on top.
