It really does not matter. Just put it on the side that is farther away from someone else, so it does not collide.

I can only answer this for a 2000 Suburban. Lift out the middle tray on the Left side of the truck right next to the third seat. Right next to the left rear side glass. The tools are hidden in the compartment right below the left rear side glass. Hope this helps.
