You will be unable to rent any vehicle that you are not currently licensed to drive. The best thing here would be to make sure that you have completed your written CDL test and have in hand your learner's permit. Then go visit a bus company and tell them you would like to work for them but need to pass the driving test. Some may agree to help you, others might not. Alternatively you can go to a truck driving school and get your Class B CDL, but will have to pay for the instruction course.
The bigger the vehicle the more money it will take to rent.
Depends on where you live. In North America you are required to pass a writen and a driving test. Mind you the Lawyer that I knew that drove bus because he couldn't take the stress had three.

Ask her to take a "safe driver's test" with you in the car, and if she does well then allow her to continue driving. But, if she does poorly, then kindly ask her if she would consider not driving anymore (and recommend other means of transportationm i.s- the bus, you driving her around, etc.)
