You could try contacting your local Tax Assessor's Office. They will certainly be able to check into this, since all business have to pay taxes, just as private citizens do. If it is discovered that they are running an illegal business of any kind, the TA's office will notify the proper authorities. You don't have to give your name if you don't want to; just give the name and address of the business in question.
