I think it's better to go with the plus, it costs 10 bucks more, but you save money then buying both. Plus you get cool unique limited items. :)

In the PC game, Sims and their Pets are created in Create A Family, which is an icon on the Neighborhood screen. You can make a family with just pets in it and add them to an existing family that has already been moved into a house. Alternatively, you can fine tune the appearance of human Sims in BodyShop and save them, then add them to your new family with the button that looks like 6 Sims together, which is next to the Random or Dice button.
Does The Sims 3 Ambitions Expansion Pack give you the opportunities to create pets and place them with the families that you have recently created?
No, if you want pets you need to have the pets expansion pack as well, and if you save a family on your regular sims CD it wont come up when you play the expansion. Although I like the ambitions one, theres not a lot of new things, so I'd recommend getting the pets one.

Yes. In Create A Family, save your dog as a Breed, then made another dog of the same breed.
