If by "friendship badge" you mean the round, purple badge with the fleur-de-lys, rope, and stars, The BSA call it the "World Crest" and it is worn by all members of the BSA, except Sea Scouts, above the left pocket, centered half ay between the top of the pocket and the shoulder seam. Sea Scouts do not wear the World Crest at this time on any of their uniforms.
