Are you sure you don't mean Motor Vehicle ADMNINISTRATION? The MVA (or in some states, the DMV) are agencies of the Execuitive Branch of government and they get their funding and operating expenses from taxes and from the fees they charge.

I am sure that it depends in what state you live, but in Oregon it is always the person that hit you, who insurance would pay. i.e. vehicle one, pays vehicle two.... and vehicle two pays vehicle three.
