CSI stands for Crime Scene Investigation or Crime Scene Investigators. It's is not an agency or organization. The government funds the CSI labs and tehnology. I guess you can say CSIs work for the government.
Wherever their agency/employer assigns them. Some work the street operating an evidence recovery unit, others work in laboratories and offices. Often these assignments are inter-changeable. Some local (depending upon their size and budget), and all state and federal law enforcement agencies maintain personnel of this type.
The CSI person works in their office part of the day. There are also times when they will have to go out in the field and work on cases.
