I unfortunately just had to replace this on my 2003 Grand Cherokee Laredo. The fan relay is located in a compartment just below the passenger side headlight and is mounted to the body with two sheet metal screws. If you shine a light in the crevice between the battery and the headlight, you should see it.You have three choices to replace it.
First you could pull the front bumper cover off supposedly giving you good access to the switch. Second you could pull the passenger side headlight out and drill a 2" inch hole in the cover assembly that is located below the removed headlight. Drill the hole on the outboard section which is the area above the switch.
What I did was to remove the battery and tray assembly and the passenger side headlight assembly. Somebody had been in there before me so the switch was just sitting loose in the compartment. It is a bit cramped in there for this particular access method so I opted not to remount the switch. Instead I took 2 wires and mounted them to either side of the switch using 10-32 screws and nuts and ran the other end of these wires to one of the chassis grounds on the forward fender area just above the switch. I used two wires because I heard the switch uses the screws to ground the switch and it will eventually fail without it. I reconnected the switch and slid it back into the compartment and put the battery area back together.
As this relay has a bad history of failing in this model, I felt it justified in leaving it unmounted since I will probably be back in there to replace it again one day anyway.
One thing to note is that I found the relay on eBay for considerably less than what the dealer or parts stores wanted.
