Dead people usually don't cut their hair.. they are dead. They don't tend to move a whole lot unless it is involuntary muscle spasms as the synapses in the brain die out, or the muscles contract due to rigor mortis.
If a dead person happens to be a zombie they move around quite a bit, but then cutting their hair is usually the last thing on their undead minds.
