Toronto is highly industrialized, so more jobs, more people great schools and good place to live ( not as good as Ottawa)

Historically the southern parts are easier to live in in the winter. Ontario and Quebec are along the St Lawrence River and ships were the only way to get supplies in and out of Canada.
