The authority of the Pentecostal church lies (resides with) each, individual member of the church. While the pastor of the church leads the flock, the membership of the church installs the pastor into the position. The Pentecostal World Fellowship, a loose organization of Pentecostal organizations around the world is held periodically to bring groups together under a common belief but has no governing power, and there are a number of Pentecostal affiliations globally, but none have much governing power. So, it all comes back to the individual and each church.
The argument could be made, I guess, that all religious authority resides with God ultimately, as divined through reading and study of The Bible. But, that still goes back to the individual who interprets what he reads and studies.
the issues were-how will a person be saved?Luther said "good works" were not needed, but just faith itself-where does religious authority reside?Luther said the bible and individual conscience-what is the church?Luther said the church is the entire community of Christian believers-what is the highest form of the Christian church?Luther said all vocation, whether secular or ecclesiastical
The Anglicans do not have a Pope, but rather have a collegial system, similar to the Orthodox Church. In theory, the reigning British Sovereign, currently Queen Elizabeth II of England, is still considered to be the "supreme governor of the Church of England" and Defender of the Faith. In practice, the Archbishop of Canterbury, currently Rowan Williams, usually exercises primatial authority over the worldwide Anglican Communion. As the Anglican Primate, he exercises authority as first among equals, similar to the Ecumenical Patriarch of Constantinople in the Orthodox Church. The Anglicans also have a General Synod, which makes their legal decisions and also decides on spiritual matters.

It is more about non-church-goers, rather than being non-religious. California, Oregon, and Washington States had the lowest church membership rates between 1971-1980.

The authority in the organization resides with top individuals. Individuals with the most responsibility in an organization reside at the top of an organizational chart, as well.

Where they reside isn't important. A church is just a building. If their physical needs are met, it matters little in what building this happens.
It's the Pope.Roman Catholic AnswerThe highest authority in the Catholic Church is Jesus Christ. His Will is known through the twin authorities of Tradition and Scripture. These are interpreted for us by Ecumenical councils (councils of all the bishops ratified by the Holy Father) and by the Pope.
The Roman Catholic church is governed from the Vatican, a politically independant city-state within Rome, Italy. This is considered the head of the Church because it is where the Pope and most cardinals (high-ranking clergy) reside.
A young person wishing to become a full member of Roman Catholic Church would begin by first contacting a Catholic Church's Religious Education Department. Depending on the particular parish, there would be a time of inquiry. That is the time that the person will ask questions, look at why they want to be a part of the faith and any other questions. If they decide to continue, they will enter into one of the following programs depending on their age: RCIA (Rite of Christian Initiation of Adults 18yrs & older) Religious Education for those younger, it was called Catechism but in recent years simply called Religious Education. It is important for the person to contact the Catholic Church in their area or the diocese that they reside in to get specific information from that area.
