Gandhi did not exactly say that, that quote is paraphrased from a paragraph of one of his 98 volumes; Vol. 13, Ch. 153, page 241 to be exact. It goes like this:

"We but mirror the world. All the tendencies present in the outer world are to be found in the world of our body. If we could change ourselves, the tendencies in the world would also change. As a man changes his own nature, so does the attitude of the world change towards him. This is the divine mystery supreme. A wonderful thing it is and the source of our happiness. We need not wait to see what others do."

Although he did not exactly say that, it was a message he conveyed through all of his works in many different forms. This volume was published in 1913.

Just in my opinion it means that you shouldn't expect other people to make the world a better place like just waiting for a miracle, but start changes from yourself and give an example... other ideas?

To me, there is a double meaning in this quote.

The first one - is that all you want is the world to follow your own ways, because you believe your way is the best.

The second one - in order for the world to change the way you want to see happen, you must first be like that and lead the way.
