A float carburetor has a contained area called a bowl that holds fuel. The float shuts off fuel into the bowl to stop it from overflowing, then allows more fuel in as the carburetor needs it. This is a low pressure fuel system, many of which have fuel pumps running from the engines power rather than more modern electric pumps.
There should be a screw in the bottom of the float bowl on the carburators.

A blow through carburetor is one that has been modified to operate under boost pressure, from either a turbocharger or certain blowers. This would include seals on the throttle blade shafts, and boost referencing the power valve and float bowl.

More than likely, the fuel bowl float is stuck in the open position.
Floats control the amount of fuel in the carburator's bowls. The fuel level that is incorrect can cause an lean/rich condition.
The carburetor will have to be taken apart to install a new fuel float. After the top is off, the float sits in the bowl resting on a rod. Pick it straight up, remove the needle and install it on the new float. Put the carburetor back together with new gaskets.
When fuel cannot enter a carbureator like yours I would think it is because the float and /or needle valve is stuck. In other words the carburetor thinks it is full of fuel so it is shutting off any more incoming fuel. The filter on that model should only be inline not in the carb. I would remove the carb and take the top off of it. Take a can of GUMOUT and clean the needle /seat assembly good and make sure the float is working properly.
To clean the carburetor on the 1979 Suzuki GS550, it is a good idea to empty the carburetor and remove all fuel lines. Then, replace the float and valve in the carburetor and clean the bowl. Fill the carburetor with fuel and flush several times.Ê
