Most screws are made from steel or a steel alloy like stainless steel. So let's discuss that.
The raw material is mined and processed the same way that all steel is. Then it is extruded into steel wire.
Fastener manufacturers purchase the steel wire and process it into screws (there are various methods etc.).
Most fastener factories are located outside the US with China/Taiwan and Brazil being most popular. So lets assume that we are talking about an overseas factory and an end user in the US.
A large fastener distributor in the US will order a specific size screw in a very large lot (say 10 million screws). The factory will set up to produce that size and when finished the screws will be shipped to the US Distributor by container ship (air freight would be prohibitively expensive).
These large distributors will typically sell to smaller distributors. A few import directly and sell right to hardware stores. But many import and sell to a second level of distributor that then sells the product to the stores or users.
Factories sometimes order bolts directly from a manufacturer to a specific specification that they require. This typically means replacements can only be obtained through the original manufacturer.
I hope that helps.

All those places of work covered by the Health and Safety at Work Act(shops, offices, factories, workshops, farms, garages, etc.) are also covered under these Regulations. The Regulations specify that responsibility for safety rests with the 'duty holder', who may be an employer, or a self-employed person who employs one or more individuals under a contract of employment. This 'duty holder' has a responsibility to assess those work activities which utilises electricity, or which may be affected by it.
