In line on the heater hoses on the passenger side of the engine. Has a small vacuum line to it and both heater hoses go through it. The heater hoses are smaller than the radiator hoses and go through the firwall.
It doesn't have a vacuum line attached to the fuel pressure regulator.

The headlights require a vacuum to operate down. If there is no vacuum they remain in the up position. You may have a vacuum leak such as a disconnected or broken vacuum line. I have also seen the vacuum reservoir can rotted out and unable to hold a vacuum.

A vacuum leak in the vacuum supply line from the engine can do that. Many vehicles use engine vacuum to operate the HVAC system. If there is a loss of vacuum to the system it will default to defrost.
On my 1978 Camaro one vacuum line goes to the EGR valve and the other goes to the carbuerator.
