If you are talking about the wand skill, any caster class (Priest, Mage and Warlock) starts off with the Wand skill, allowing them to learn and use a Wand. Only they can use wands, other classes cannot.

You become a master in the Wand skill by being level 80 and using your wand often enough to reach 400 skill. This counts towards the "Master of Arms" achievement.
