Answer: You can Black Plateskirt and Platebody at the Grand Exchange. You can buy almost everything in the G.E.(Grand Exchange)
Black Armor most caost around 3k so try killing some cows for money. ☺
Answer: You can buy most things at the Grand Exchange, but black stuff is hard to get there. Better go to the specialized shops - there is a platebody shop, a platelegs shop, etc. - look it up on the map. Or just wait until you can use the next level of armour.
