Go outside of Silvermoon and turn left. There will be a little sanctum place called Thuron's Livery over there and there are striders of all different colors outside. You get the mounts there.

The Blood Elf mount trainer is at Thuron's Livery, just outside of Silvermoon City. Close to him will be a mount vendor. It should also be noted that since you are a paladin, the easier way might be to just go to your class trainer, and learn the spell to summon your Warhorse, which will serve as your mount. When you go this route first, then you do not have to pay for the first level of riding training, it is included when you learn the spell.
