The Throne of God is in the highest heaven (3rd Heaven) and is where God hears our prayers. There are many verses of the prayers of Israel being heard. The prayers of the righteous (holy people; saints) are heard by God:

AfterI surrendered my life to God, I began to read the Bible differently. No longer was it a thing on my to-do list, but my quiet time was a place to meet with God and get to know him. Believing God changes everything about prayer. So, women do not prayer any differently then men because they pray the same way as everyone does in this world.

So I reckon the importance of prayer would be stressed many times; yet no more than these two key verses in 1 Thessalonians 5 17. "Pray without ceasing. 18. Prayer--consistency in prayer--is one way to become spiritually stronger. Also the Bible says "faith comes by hearing and hearing by the Word of God." This means that hearing the Bible preached makes us spiritually stronger. This can be done by watching a sermon on TV or in person. This requires consistency as well; consistency in making time for God and His Word every week (in church) as well as making time to read the Word every day to ourselves in devotions.
Although Scripture does not specify when and where one should spend time with God, It does advise us to be in his presence and to be in constant prayer at all times.
