Under the hood, on the far driver side (mid way point). It is hooked to the plastic lining with plastic peg (don't be scared to give it a firm tug), just a little past the washer fluid reservoir. If you need to run ABS diagnostics, go directly across from the CEL port described above, on the passenger side, and you will see the exact same setup under the hood! But remember, this is an OBD 1 not the decades old generic Obd 2 connector!!

This predates OBD2, standardized as under the steering wheel. My '96 town car's OBD was under the hood. I don't know if 92 had one at all.

For anyone still looking for this q&a: The 92 does have an Obd 1 connection in the above listed spot! If you want to read CEL, its under the hood. If looking to run ABS go directly across to other side
