Peter thought that 7-times was being generous so he was fairly safe here: then Jesus "blew him out of the water" in His reply :- Mat 18:22 Jesus said to him, I do not say to you, Until seven times; but, Until seventy times seven.

'Seventy times seven' is 70 x 7 490. This number is important because the people had been commanded to let the land rest completely every 7 years:-

Lev 25:1-5 GNB The LORD spoke to Moses on Mount Sinai and commanded him [v. 2] to give the following regulations to the people of Israel. When you enter the land that the LORD is giving you, you shall honor the LORD by not cultivating the land every seventh year. [v. 3] You shall plant your fields, prune your vineyards, and gather your crops for six years. [v. 4] But the seventh year is to be a year of complete rest for the land, a year dedicated to the LORD. Do not plant your fields or prune your vineyards. [v. 5] Do not even harvest the grain that grows by itself without being planted, and do not gather the grapes from your unpruned vines; it is a year of complete rest for the land.

This was not done for 70 sabbatical years:-

2Ch 36:20-21 KJV And them that had escaped from the sword carried he away to Babylon; where they were servants to him and his sons until the reign of the kingdom of Persia: [v. 21] To fulfil the word of the LORD by the mouth of Jeremiah [See Jeremiah 25:12], until the land had enjoyed her sabbaths:for as long as she lay desolate she kept sabbath, to fulfil threescore and ten years [Heb "all the days of the desolation it rested to fulfill the seventy years."].

(This period that the land had not been given its due rest was 70 sabbatical years x 7 490 calendar years.)

This coming period of desolation was to last for 70 years:-

Jer 25:9, 11 KJV Behold, I will send and take all the families of the north, saith the LORD, and Nebuchadrezzar the king of Babylon, my servant, and will bring them against this land, and against the inhabitants thereof, and against all these nations round about, and will utterly destroy them, and make them an astonishment, and an hissing, and perpetual desolations. [v. 11] And this whole land shall be a desolation, and an astonishment; and these nations shall serve the king of Babylon seventy years.

Pre-exilic Israel was taken into captivity because God had commanded they let their land "rest" (ie lie fallow) one year in seven, this year of rest being a Sabbath rest for His land. However, the people did not do this for 490 years, and the land had had no due rest for 490 years, [or 70 weeks of years], so God accordingly exiled the Israelites for 70 years so the land could have it rest due to it.

This is where the "seventy times seven" [or 490] comes from; there is no verse in The Bible saying "You must forgive someone 490 times, but woe betide him the next time!" Instead, Luke quotes Jesus again:-

Luk 17:3-5 NET Watch yourselves! If your brother sins, rebuke him. If he repents, forgive him. [v. 4]Even if he sins against you seven times in a day, and returns to you seven times saying, 'I repent,' youmust forgive him." [v. 5] The apostles said to the Lord, "Increase our faith!"

Forgiveness upon repentance was mandatory no matter how many times. These verses teach that we are to forgive a repented sin countless times.
