I used to do this for a living. The pressure guage is mounted on a testing machine (usually but not always a machine called a dead-weight tester) and the readings given by the pressure guage when known pressures are applied is noted. For example, a pressure of 300 pounds per square inch is applied and the guage reads 295 pounds per square inch when the pressure is rising, but might read 305 pounds per square inch when the pressure is falling. This difference in guage reading when pressure is rising to when pressure is falling is called hysteresis. A calibration certificate for the guage is issued showing the guage readings obtained at known pressures when pressure is rising and falling. In some cases, the guage readings may be very inaccurate and if the guage has some sort of adjustment mechanism, this may be adjusted to obtain more accurate readings.

Well, it could be for a number of reasons. AC systems have seven "conditions" which they operate in, and more than one of those conditions results in excess pressure readings on the high pressure side. If you had the low pressure side readings and ambient air temperature available, it would be easier to narrow it down. Also, when you took the readings, did you set a fan approx one foot in front of the grill, and have it blow air into the grill? If not, it's possibly you got a false reading.

It is totally normal for blood pressure readings to fluctuate throughout the day, even in healthy individuals. If readings are consistently high or low then the best advice would be to consult a doctor.
The height of the mercury column is used to measure atmospheric pressure. If the barometer is also subjected to high temperatures, the thermal expansion of the mercury column will indicate a higher pressure than is really the case. This will make the barometer readings useless.
