It is about 50% recessed into the throttly body attached with two screws.

Note: it's a pain to get the bottom bolt out. A very long extention with a swivel on the end can be ran behind manifold to reach it
Idle speed on a Dodge Neon is not adjustable. Idle is computer controlled with an airflow control motor on the throttle body.

The 1998 is OBD2 and the 1995 is OBD1. They are two entirely different computer control systems and are not interchangeable.
