Your 96 Ford will surprisingly not be OBD2 Contrary to the common knowledge being 1995+ was the OBD2 transition. Key term, TRANSITION. Ford actually retained the OBD1 or the "flashy light" if the vehicle is an 8500 GVWR. Now, that aside; Open the hood, Look toward the brake booster, you should see the wiring harness, and connectors, one specifically having a cap stating EEC or Electronic Engine Control.
