It is just above on the inboard side of the fuel tank. You will have to lower the tank slightly to change.

It is in the fuel tank. The fuel pump is installed in the top of the tank on the inside about center of the van, you will see a ring holding it in and a fuel line going to the fuel filter.
The fuel filter is attached to the fuel-pump, it comes with along fuel line with quick disconnect fittings. Remember to take the fuel pressure off before you pull the fuel lines off. I pull the fuel pump relay while the van is running, or you can try to start the van again with the relay removed. (might set a fault)
