The fuel filter is part of the fuel pump assembly located in the gas tank and cannot be changed independently. Your fuel pump will fail at about 100K miles, so you will change it then
if I'm not mistaken the fuel filter is located in the gas tank on the fuel pump it self, you have to drop the tank and remove the pump in order to get to the filter, a chiltons manual will be great help for this
The timing and fuel sync is controlled by the PCM. In order to get the fuel sync set back to 0, it must be hooked into a scanner and set correctly.
