In Pokemon Diamond and Pearl, you will need to use the Action Replay to obtain the Key Item Azure Flute. Once you have it, you'll need to take it to the top of Mt. Coronet where you battled Dialga/Palkia. It should activate a tune, then the staircase going to Hall of Origin will appear. Head up the steps and Arceus' over world Sprite would be standing there. Interacting with Arceus, it will engage a battle.
