dont really have an answer but i might have similar electrical problems in mine, battery charged and clean new wires all grounded w 12 v but random little to no power interior lights, no starter, headlights when turned on the relays goes nuts but you get more power flowing through the system, fuses good relays good alternator good, and randomly the car will run even at times this has been an on going problem which to this i have found it can be reset buy disconecting the battery for a while and trying again and that it as far i can tell be part of the bcm m which is under the dash which you can clean

there actually is no ballast resistor on an 89 d-100. Ma Mopar left it out of fuel injected trucks, and 89's are all fuel injected.
