The best place to start is at Sootopolis City. dive down from inside and exit through the door the come back up. From there go east. There will be a small enclosure and by diving you can find a carbos but if you don't want to the go south outside if the enclosure. Eventually you will come to the spot where team aqua was hiding and when the issue happened between kyoger and groudon, go east from here and you will find Evergrand city/Victory road. Go all the way to the right then down [stay on the wall] until on opening appears go in and use waterfall to get to the land [Evergrand city] then go throught the cave until the end then you fight the league

In Ruby, go to Evergrand City on the side where the Elite Four isn't. Near the house where you get Beldum, there is a grove of trees. Behind it, there's a guy who gives you a kings rock. I'd recommend using it on a Polliwhirl, not Slowbro.
