The best place to start is at Sootopolis City. dive down from inside and exit through the door the come back up. From there go east. There will be a small enclosure and by diving you can find a carbos but if you don't want to the go south outside if the enclosure. Eventually you will come to the spot where team aqua was hiding and when the issue happened between kyoger and groudon, go east from here and you will find Evergrand city/Victory road.
