No, the XJ Cherokee does not have the same heater box as a WJ Grand Cherokee.
It's probably the lock out switch. That seems to be a common problem in jeeps. YOu can try to replace the lockout or bypass it. Also check for broken splice in the harness inside the flexboot from chassis to door. This is common failure in 90's Jeeps, causing problems with mirror/windows/locks. Try opening and closing the doors a few times to see if you can duplicate the problem with the vehicle stopped. There isn't an electrical connection between transmission and windows/locks, other than ignition switch being on or off.
You probably have a wire in the harness by the door hinges that is almost broken in two.
your door may not be closed all the way or the keys are still in or you did not lock it.
Check for a broken wire in the harness going to the drivers door.
In the fuse box
you go to the parts store and buy new locks for your doors.
I have a 99 jeep sport cherokee, my book says it is 15 fuse size 25 for door locks. My door lock has just been giving me problems, sometime it works, not sure if the motor is going out on the lock. Good luck
A very common problem is to have broken wires in the harness going to the driver side door.

Check the wiring in the door jamb area where it bends and flexes
Remove the power locks and windows fuse you will loose power for your windows also

The 04 is common for a broken wire behind the door panel...usually when it comes out of the door and goes through the hinge area
