On my 1998 rodeo the fog lamp relay is under the hood, on the passenger side mounted in a box that should have a label for all the relays and fuses under the lid. Pop it open and the relay is the third one down on the left side.
That being said, I am having a hard time finding the OEM replacement for that very item.

To change the fog light on a Nissan Frontier you will need to remove the screws which hold the light assembly in place. Stock lights? If not, they might be drawing too much current for the relay.
