God is not a little mystical ball of energy that zips around here-&-there in multi-lightning speed, as if HE should abide literally within your heart or brain. The Bible says that God exists in 'the heavens of the heavens' (whatever that means); but it probably means that he exists OUTSIDE of what he later himself created, 'the heaven and earth'. (Genesis 1:1)
Since God is eternal, he existed long before the things he created, therefore he exists outside of them; and is in no way bound by the laws of the Universe, which he also invented and created from himself.
Since we are simply 'humans', the Bible explains things in a way so that we as humans can only partially grasp them; using human terms.
This is what the expression really means: -- It's when we accept the CONCEPT of a Creator into our intellect (mind) and into our love (heart), then it can be said that God abides in both the heart and mind. But only if we show evidence of this by living according to the righteous requirements he has placed for mankind.; that it can be said that God abides in our mind and our heart.

God is spiritual essence. He has put a 'spirit' in Man which empowers his brain with 'mind-power.' In Scripture, the heart and brain are most times interchangeable as the 'center' of a human being. As such, Jesus told us several times how He is 'IN' the Father and the Father is in Him. For us to become children in the God Family, we must have both of these divine beings in us - begetting us as Christ was physically begotten as a child of God:

Because I live, you will live also. 20At that day you will know that I am in My Father, and you in Me, and I in you. 21 He who has My commandments and keeps them, it is he who loves Me. Suggest you read all of John chapters 14 through 16 to better understand the 'Helper or Comforter' - God's Holy Spirit, aka the Spirit of Christ within the firstfruits now. Many other Scripture speaks to the spirit within us guiding us and one of my personal favorites is:
