Both nations are now part of the EU and have come long strides from the Soviet Times. You are safe to travel in both of them. They are not criminal nations and have the same political system and laws as large nations i.e. USA, UK. I personally have traveled through both by myself for 4 months with not so much as an uncomfortable situation or feeling of being unsafe. Although I do recommend Lithuania a little more. It has come a little more then Latvia in terms of development from the Soviet times and the people are a little more open well rounded towards travelers and visitors then that of Latvia. Although Latvia is a gorgeous nations.
