Where is Lugia in Pokemon SoulSilver?

Answer 1

You can get the Silver Wing when you defeat Team Rocket in the Radio Tower in Goldenrod City. Then the Director will give you it to you so you can catch Lugia. Next, you must go to Professor Elm in New Bark Town. He will give you a Master Ball that I recommend you save until you face Lugia or use it on Ho-oh. It's possible to use it for Entei, Raikou, etc... using an Ultra Ball on Lugia is frustrating. Anyway, after you get the Master Ball, visit the Ecruteak Dance Theatre with the Kimono Girls. You need to defeat all five of them, and they will give you the Tidal Bell. Go to Whirl Islands - the one in the top right corner- and find the cavern with the Kimono Girls. You have to speak to the man before you can go down the ramps, and show him the Silver Wing. He will let you pass and then you go down to the bottom door. Then Lugia can appear after you've watched the Kimono Girls celebrate the arrival of it, and when you use a Master Ball or something, the Psychic/Flying Legendary Lugia will be yours!

P.S My cousin played my game for me a little while ago in Canada. He used my Master Ball on Raikou! Now I can't catch Ho-oh. It took me a little while to catch Lugia, but finally I did it in the end with a Dusk Ball. Whoop!

He also captured Entei and I'm kind of jealous about how he's going to capture Ho-oh... I hope I can win a Master Ball!

Hope this helped!
