OBD II came out in 1996 and can be found on some vehicles up to 1994 but may be limmited in communication ability. prior to that it was OBD I and most fords had it under the hood in the corner of fender and firewall driver side.

The Ford F250 and larger models were not mandated to use OBDII until even later than 1996, some as late as 2002, even though they still use the OBDII connector. Your 1989 may not even be OBD standards compliant.
OBDII was mandated on all cars by 1996. Some 1994 and 1995 models had an OBDII port, but most (if not all) only provided OBDI information. These were called OBD1.5. I have never seen a 1993 model with an OBDII port.
