Go to heartome city, go to the bottem left part of the city, go through the path that points south, keep going, and you should see a path to the right. Go though there, then go up. THEN you'll be at the mansion, after you enter the building. go right until you see an entraceway NOT guarded by a maid, and that's mr. Backlot's room. if you read the book in the middle, you get Manaphy recorded in your Sinnoh dex :D . also, if you go twards the BACK of the mansion hallway, you can go to his Pokemon garden. The "guy" (Mr. Backlot) does not give you any Pokemon. After obtaining the National Dex, one Pokemon, from a list of Pokemon that normally uncommon or unobtainable in the Sinnoh region, will start appearing daily. Mr. Backlot just tells you which Pokemon appears. Note that this only happens after you get the National Dex.
