The Power Steering reservoir in 1999-2003 Windstar is located in the back-left (passenger-side) corner of the engine compartment.
Likely to be a white canister about 2 1/2" across with a black, screw-type cap.

It is not uncommon for there to be some incidental loss of power steering fluid. I have added minor amounts of power steering fluid to my 2001 three times over the years. No more than a couple ounces at a time though. If there's more loss than that, start examining the power steering hoses and connections for signs of leakage.
The power steering fluid for it is actually the transmission fluid. It should be Mercron. Is this suposed to go in the power steering chamber or the transmission chamber to work. The fluid in my 2006 Ford Escape XLT steering fluid tank is black.
