It is not catchable. Instead, to catch Slowpoke go to the route to the left of Eterna and use your poke radar in the grass near the water. Go to a shining grassy patch and Slowpoke will be there. If it isn't defeat (not run away) from the Pokemon in one turn and the radar will work again. repeat until caught. Same can be done with Tauros just sout of Solaeceon.
