Do you mean to ask what percentage of new built homes are allocated to the local community? The Snowdonia National Park Authority (SNPA) has planning powers (for now) which it is abusing in an attempt to ensure that 100% of all new built homes are for locals only, the problem is who pays for them, there is no public money and without market housing this policy is doomed to failure. The SNPA has a new developemnt plan which is undergoing Examination and there are several meetings during October and November 2010. The outcome of these meeting and the Inpsetor's decisions (which are binding upon the SNPA) will be key to a common sense approach to housing delivery which has suffered from decades of nationalist "policy on the hoof" which is designed to preclude all incomers, contrary to EU law.
