He is at Crevice Cave. Talk to a Mr. Mime in Treasure town, he will talk about him for a minute. But to get to Crevice cave, you have to get through Blizzard Island. At the end of Crevice Cave you need to battle Froslass. Hope this helps.

I have Explorers of Darkness but I don't think there's much difference... Anyway, graduate from the guild, do a few jobs and stuff... then there'll be a Mr. Mime in Treasure Town. Talk to him and he'll say lots of stuff about Scizor and then you'll get blizzard island on the map.
