A person makes a website or gets a usb or a disk or some thing to store the virus on and so it cant hack into or be used on the creator's computer and a virus can can be made by just plain hack in to a account or it can break a hole computer or parts of a computer or it can slowly find out about some one and stalk some one which is a CRIME
