If by "alone" you mean "someplace we can talk without lots of people trying to listen in and/or disturb us" and by free you mean "We're willing to pony up some change for gas or whatever, but don't want to spend a lot" your options are much wider than if you mean "We're actually looking for a place we can have sex" and "My parents cut off my allowance, so if I can't walk there it's out."
Some suggestions assuming it's the former: it's frequently possible to find a fairly secluded spot at a city or state park (some states do charge a usage fee for entry, but some don't). Playgrounds often become all but deserted in the early evening, and older ones particularly are generally built as much for adults as for children (with heavy-duty hardware on the swings or manually operated carousels). If you live near a beach, that's an option; if you don't, perhaps there's a municipal reservoir. Some towns make their high school athletic field available to the community during the summer.
If you like a lot of population and smog. But it has a couple of jungles to which are nice.

There are numerous parks in Philadelphia where you can meet people. Love park is a nice place. City hall is a nice place to talk because there are alot of places to sat around there. Then there is Penns Landing, a nice waterfront place where couples and people like to walk.
Well, I'd say you should free the bird in a nice green non-dangerous place like the park or your lawn.
