I'm not real sure about a 1995 Sebring, but on my 1999 Sebring it is located on the left side (Driver's side) of the dash board. There is a panel that you pull off and there they are. If it's not there, then look in the owner manual for the location. If you don't have an owners manual, you should be able to get a .pdf one off the Internet.
It depends on where it is on the stick. The full mark should represent 5 quarts of oil. The add mark means you are a quart low (4 quarts)
