Located on the drivers side, under the dash, mounted behind the instrument cluster. Buy a new one and you will know what you are looking for.
The 2004 Toyota Tacoma flasher relay fuse is located beneath the drivers side dashboard. The flasher relay fuse is actually a relay switch.

Look on the drivers side behind the plastic panel cover and see if there is a Junction Box around the area of the fuses. Look behind that box.

A starter solenoid will be located on top of the starter assembly. A 1996 Toyota Tacoma starter assembly is located under the vehicle next to the passenger wheel.
It is on the back of the fuse box. Not easy to get to but its there. Take the lower dash panel off of the driveside under the column and then remove the fuse box. Its back there, I promise, kinda a pain to get to though
