Relay is on heater/AC ductwork under hood on passenger side of engine compartment
AC relay is on the far left passenger side under the hood on a 93 Buick Le Sabre also. About $9.00 from Nappa.
The AC low pressure port on a 1999 Buick Century is located on the side of the AC accumulator. This is positioned in the left, rear of the engine compartment.
The low pressure AC port on a 2000 Buick Century is located on the accumulator. It is used to fill the system with refrigerant and to check pressure levels.

just order a belt for a 95 Buick le Sabre without ac.
Also, consider whether or not you have the AC turned on. Probably either the relay sticking or a bad (or unplugged) engine coolant temperature sensor.

Connect a freon tank and gauge to the Buick Century low side ac port. Start the car and turn the ac to high. Open the tank and allow freon to flow. Shut the tank off when the gauge reads full.
The 1995 Pontiac Transport air conditioning relay switch can be found in the fuse box. The air conditioning relay switch will be at the top of the third column.
Check on the firewall passenger side-may have to remove plastic cover There are is whole string of relays at this location. The AC compressor relay is the one furthest on the left.
