The Black Arm Gang can be found to the west of the southern entrance in Varrock.
To get there, come into Varrock through the southern entrance that is from Lumbridge and walk north along the path to the tramp. Once you are there, head down the alley past the tramp to the west. The building down there at the extreme west is the Black Arm Gang headquarters.
